Kevin  O\u2019Neill led the Pledge of Allegiance, and all were asked to remain standing for  a moment of remembrance for: <\/p>\r\n<ul>\r\n  <li><strong>Judy Waltier, Wife of David and mother of  Scott passed November 13th at 79 years<\/strong><\/li>\r\n  <li><strong>Margaret Wyerss wife of Gary Wyers passed  November 17 at 77 years<\/strong><\/li>\r\n  <li><strong>Arla Simon #2512 passed November 30 at 83  years<\/strong><\/li>\r\n  <li><strong>Riley Brice #1826 passed December 12 at 93  years<\/strong><\/li>\r\n  <li><strong>Cary Parkes #1895 passed December 12 at 91  years<\/strong><\/li>\r\n  <li><strong>Patrick Fitzsimons #4192 passed December 16  at 95 years<\/strong><\/li>\r\n  <li><strong>Sonny Hancock $1961 passed December 24 at 95  years<\/strong><\/li>\r\n<\/ul>\r\n<p>Roll Call of Directors showed  Terri MacMillan, Nick Bulpin, Joe Bouffiou, Myrle Carner, Kevin O\u2019Neill, Rich  O\u2019Neill, Cloyd Steiger and Mike Ward present with Dan Oliver and Jerry Taylor  excused. Nordlund directed attention to the November 13th meeting  minutes that have been distributed and asked for any corrections, omissions or  additions. There being no change Ed Turner moved the minutes be accepted as  written, second by Roy Skagen and passed.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/p>\r\n<p>President Nordlund also noted the  December meeting was Christmas Party and no minutes, however in keeping with  by-laws the RSPOA will remain the same for 2 years by mandate as there were no  challenges to any position. <\/p>\r\n<p>President Nordlund announced the  Select Committee on Pension Policy made no recommendation for change. However,  the legislature will reconvene January 12th.<\/p>\r\n<p>Rich O\u2019Neill gave a brief  background of the rigors of being SPOG President and introduced out-going  current President, Mike Solan. He thanked Rich and took the opportunity to  introduce the incoming SPOG President Kent Loux. Mike then shared his 6 years  as President and the successful labor contracts SPOG achieved for officers and  sergeants. When elected the SPOG membership was nearly 1500 and presently 700.  Terribly understaffed and overworked relying on overtime to meet minimum needs.  The reduction in membership caused budget shortfalls and required some benefits  affected. SPOG joined other nationwide police forums to present a unified voice  contrary to public information provided by the press. Proposed changes also distributed with January minutes.<\/p>\r\n<p>President Nordlund announced the  Retired Officer Banquet has been rescheduled to October 3rd due to  UW home games. He then gave a brief update of HB 2034 submitted to the rules  committee and suggested the LEOFF 1 Restatement could be viewed on Microsoft  Co-Pilot.<\/p>\r\n<p>Frank Kampsen was given the honor  of introducing Seattle City Councilman Bob Kittle and his extensive background.  Bob acknowledged the opportunity to appear as honored guest. He began by citing  recent changes to city government with new mayor Katie Wilson along with  council president Joy Hollingsworth. Bob serves as public safety chairman and  is supportive of SPD and successful hiring practices. Nordlund then directed attention to the minutes of the February meeting that were distributed and asked for corrections, additions or omissions. There being none Frank Kampsen moved the minutes be accepted as written, second by Bill abbey and passed. <\/p>\r\n<p>In keeping with the RSPOA By-laws President Nordlund read the proposed changes to By-laws for the second reading and asked for approval from the membership. Unanimous show of hands<br \/>\r\n  approved the changes effective 3\/12\/2026.<\/p>\r\n<p>Terri MacMillan proposed Honorary RSPOA membership be granted to Gary Bell active SPD reserve officer for many years, Forensic dentist for WSP criminal investigations and friend to all. Honorary membership was then approved by the membership.<\/p>\r\n<p>President Nordlund attempted to introduce guest speaker, Eric Barden by reading lengthy list of his accomplishment when interrupted by Eric who continued with his own biography. He began as patrol officer and eventually rose through the ranks to Deputy\/Assistant and Interim Chief of Police retiring in 2025. Eric now devotes his time to Community Assistance Response and Engagement (CARE) that is chaired by his wife, Amy Barden. CARE uses civilian employees to handle service calls to free up sworn personnel for more urgent needs. There being none   Ed Turner moved the minutes be accepted as written, second by George   Johnson and passed.    <\/p>\r\n<p>Review of HB-2034 Nordlund reported he and Terri along with   representatives from WSFFA, RFFOW, LEOFF 1 Coalition and Dave Reichert   met with Steve Berman to establish opposition to the raid of the LEOFF 1   Retirement Fund surplus. No changes are expected until June 2029.    <\/p>\r\n<p>Rich O\u2019Neill reminded everyone that the 81st Retired Officers Banquet is   scheduled for Saturday October 3rd with doors open at 3PM. The caterers   have been chosen, RSPOA members are admitted free (with current dues)   and guests are $40. Each. <\/p>\r\n<p>The capacity has been limited to 450. <\/p>\r\n<p>The   RSPOA is rebuilding their web site and should be user-friendly by July   for reservations. <\/p>\r\n<p>Rich went on to ask for sponsorships that may provide   help with the Banquet.    <\/p>\r\n<p>Terri MacMillan reported that the RSPOA Board has approved issuing   Honorary Membership to David Rose from FOX 13. He has been supportive of   law enforcement for 20 plus years working closely with Crime Stoppers   as well as other agencies. Unanimous approval was granted.    <\/p>\r\n<p>Frank Kampsen introduced Brenda Donner and Leslie Barber from Concerns   of Police Survivors (C.O.P.S.) Frank has long history of working them   with as President of LEOM. Brenda\u2019s father was killed when she was 8   years old and Leslie lost her husband after only 9 months on the job.   Both have been active working in this nationwide program supporting   families who have been devastated by the loss of family members. Both   were awarded RSPOA badges and applauded.    <\/p>\r\n<p>The door prize drawing was conducted and meeting adjourned at 1250   hours. A.D. Vickery led the  Pledge of Allegiance, and all were asked to remain standing for a moment of  remembrance for:<\/p>\r\n<ul>\r\n  <li><strong>Betty Holder, widow of Larry passed April 5th  at 95 years<\/strong><\/li>\r\n  <li><strong>Don Yeowell #2162 passed April 10th  at 92 years<\/strong><\/li>\r\n  <li><strong>Michael Henning #3229 passed April 15th  at 80 years<\/strong><\/li>\r\n  <li><strong>Ann Tanner. Widow of Bill passed April 15th  86 years<\/strong><\/li>\r\n  <li><strong>Judy Chartrand, widow of Mike passed April 17  at 83 years<\/strong><\/li>\r\n  <li><strong>Merv Henderson #4221 passed April 18th  at 71 years<\/strong><\/li>\r\n  <li><strong>Sharon Wallace widow of Pat passed April 19th  at 78 years<\/strong><\/li>\r\n  <li><strong>Jeff Kappel #6777 passed May 3rd  at 80 years<\/strong><\/li>\r\n  <li><strong>Donna Lima widow of Al passed May 8th  at 84 years<\/strong><\/li>\r\n  <li><strong>Shirley Strunk widow of Don passed May 8th  at 97 years<\/strong><\/li>\r\n  <li><strong>Fred Kilmer #2573 passed May 9th  at 84 years<\/strong><\/li>\r\n<\/ul>\r\n<p>Roll Call of Directors showed Terri MacMillan, Nick Bulpin,  Joe Bouffiou, Dan Oliver, Rich O\u2019Neill, Cloyd Steiger, Jerry Taylor and Mike  Ward present with Kevin O\u2019Neill and Myrle Carner, excused.<\/p>\r\n<p>Minutes of April meeting have been distributed and Nordlund  asked for corrections, additions or omissions. Frank Kampsen asked for  corrections regarding Leslie Barber as survivor due to loss of her cousin  Josalito after only 9 months on the job. Correction noted and Ed Turner moved  the minutes be accepted with correction in place second by Kampsen and passed. <\/p>\r\n<p>Rich O\u2019Neill gave an update on the Retired Officers Banquet  scheduled for October 3rd with open bar and doors open at 3:00. Rich  asked for help finding supporters and contributions.<\/p>\r\n<p>President Nordlund introduced A.D. Vickery, a longtime RFFOW  board member, who praised the joint efforts of the RSPOA, LEOFF 1 Coalition,  RFFOW and the Washington FF Association in resisting the raid on LEOFF 1  pensions through a lawsuit. The unified effort will bring success.<\/p>\r\n<p>Nordlund then introduced Dave Reichert, Secretary, LEOFF 1  Coalition. Dave was selected as spokesperson with his vast experience in  politics. He gave a brief description of proposed plans by governments to raid  various pension programs throughout the country. He feels the selection of  Steve W. Berman as our attorney was an excellent choice.
