There being  none, Ed Caalim moved the minutes be accepted as written, second by Jerry  Taylor and passed.<\/p>\r\n<p>President  Nordlund reported there has been proposed SB 5085 authored by Senator Robinson  as pre-filed 12\/19\/2024. This would provide some DRS pension fund stability.  The bill is written as an attempt to join LEOFF Plan 1, TERS Plan 1 and PRS  Plan 1 and create the Legacy Retirement System moving all combined assets to  provide full funding for these select retirement plans.<\/p>\r\n  <p>Nordlund asked  Jarry Taylor to share his extensive experience dealing with attempted raids on  various DRS Retirement Plans. Bill  Abbey led the Pledge of Allegiance and Nordlund asked all to remain standing  for a moment of remembrance for:<\/p>\r\n<ul>\r\n  <li><strong>Mike Hagler #3397 passing January 22nd  at 78 years of age.<\/strong><\/li>\r\n  <li><strong>Thomas T.C. Sutton #2421 PASSING February 1st  at 81 years of age.<\/strong><\/li>\r\n  <li><strong>Mel Rasmussen #2227 passing February 5th  at 88 years of age.<\/strong><\/li>\r\n<\/ul>\r\n<p>President Nordlund recognized Roger Dixon, Fred Hill and  Eric Barden as newly returned attendance and Eric as new RSPOA member.<br \/>\r\n  Roll Call of directors showed all present with the addition  of new board member, Myrle Carner replacing Dan Melton.<br \/>\r\n  Nordlund directed attention to the minutes of the January 9th  meeting that have been distributed and asked for any corrections, additions or  omissions. There being none, Joe Bouffiou moved the minutes be accepted as  written with second by Jerry Taylor and passed.<\/p>\r\n<p>President Nordlund gave a brief accounting of recent meeting  with attorney firm, Talmadge\/Fitzpatrick regarding the proposed legislative  bill #5085. When more information is available email will keep you informed.<\/p>\r\n<p>President Nordlund gave introduction of guest speaker, Steve  Strachan, the current executive director of the Washington Association of  Sheriffs and Police Chiefs, along with former King County Sheriff, Chief of  Kent and Bremerton Police Departments and Minnesota Legislator prior to  relocating in Seattle area. Steve has been active in law enforcement for 40  years.<\/p>\r\n<p>Steve has become active with the recent nationwide reduction  of staffing law enforcement officers. He noted since 2020 when DEFUND THE  POLICE became a slogan for demonstrators. However, this slogan became unpopular  with politicians. The movement took a different tact by reduced criminal  convictions, relaxed rules, and outside public scrutiny of police departments.  This led to a reduction in staffing due to the lack of support from political  leadership. All of this caused 12-hour shifts, mandatory overtime, and stress  on family and officers\u2019 health. Officers are overworked and unable to  effectively do their job.<\/p>\r\n<p>Steve does see  improvement by bringing this crisis to light and political leadership is  responding. There being none Liz Day moved the minutes be accepted as  written, second by Joe Bouffiou and passed.<\/p>\r\n<p>President Nordlund reported the  Washington legislature is looking at SSB 5085 and House Bill 2034 both  concerning the surplus funds in the LEOFF Pan 1. There is a scheduled legislative  meeting later this day. We will learn and be reporting the results of today\u2019s  meeting.\u00a0 The RSPOA Board will have a  meeting later today to plan what steps should be taken as these bills move  forward.<\/p>\r\n<p>President Nordlund introduced  guest speakers Jan Brandes from the pension office and and Theresa James from  UMR to help explain the bill paying process to meet requirements provided to  pension benefactors. They both did an excellent job explaining benefits and  followed by answering several questions with approval by all. <\/p>\r\n<p>John and Rita Guich conducted the  door prize drawing. Also, Nordlund recognized and welcomed Riley Brice and Bob Japar. <\/p>\r\n<p>Nordlund directed attention to the minutes of the March meeting and asked for any corrections, additions or omissions. There being none, Ed Turner moved the minutes be accepted as written, second by Joe Bouffiou and passed.<\/p>\r\n<p>President Nordlund welcomed the ladies from the pension office on hand to notarize state documents as required by Washington State pension law.<\/p>\r\n<p>President Nordlund reported the State legislators are dealing with pension issues SSB 5085 and SHB 2034 and legislation will be in session until April 27th.  RFFOW and RSPOA are closely monitoring these bills as they move forward. The nationally recognized Wagner Group has been hired to assist. Nordlund stressed the importance of members contacting your legislators and voice your opposition to any changes in LEOFF 1 pensions.<\/p>\r\n<p>Vice President MacMillan reported the board's attendance at the recent SPD Foundation Awards Banquet and were well received. She also commented she attended the SPD Women's Alliance and reported the number of women has increased in numbers and were there to offer peer support. Lastly, Terri asked for contributions to be auctioned at the September 20th Banquet. She wants to limit it to 10 items and asked them to be forwarded to Judi Smith. <br \/>\r\n  <\/p>\r\n<p>President Nordlund introduced guest speaker, Ian Adair, SPD Foundation President who reported the function of the Foundation is raising support for all aspects of the Police Department. Informing the public of issues surrounding the department's operation with the incoming new Chief. There being none, Eric Sano moved the minutes be accepted as written, second by  Joe Bouffiou and passed.<\/p>\r\n<p>President Nordlund gave a brief  report on the recent legislature\u2019s failure to pass SB 5085 and HB 2034. These  bills were aimed at LEOFF 1 pension retirement surplus funds. Both attempts  were referred to the Select Committee on Pension Policy (SCPP) for continued  study that will be expected January 2026.<\/p>\r\n<p>Myrle Carner was called upon to  introduce guest speaker Seattle Police Chief, Shon Barnes. Chief Barnes gave a  brief history of his twenty-five-year law enforcement career.\u00a0 Beginning as history teacher in Greensboro,  SC before joining their Police Department where he rose through the ranks to Chief,  before accepting the Chief of Police position in Madison, WI that he held for 4  years. Former Seattle Police Chief, Kathleen O\u2019Toole recruited Barnes as a good  fit in Seattle as Chief. Chief Barnes accepted the position and was impressed  with SPD following years of federal scrutiny and the positive strides met to  become a very fine department.  \r\nHe has three children completing  their education and sports commitments in Wisconsin along with his wife  completing her professional obligations before relocating to Seattle. He indicated there has been some confusion with  registration and went over the process and was on hand to assist along with  Fran Smith to help with registration. He indicated the SPRA and RSPOA are  looking for help finding additional sponsors. Attendance currently is around  200 to date.<\/p>\r\n<p>Terri MacMillan was called to introduce guest speaker Carman  Best. Terri read of a lengthy list of achievements by Carmen including her  tenure as Seattle\u2019s Chief of Police. She serves in several board positions on  local companies along with proud military service. <\/p>\r\n<p>Chief Best thanks all for the opportunity to appear before the  group reflecting on her rise through the ranks of the SPD since joining 1992.  This was memorable being able to learn from older officers doing daily police  work, some of whom were present. That experience was most valuable as she held  supervisory positions throughout her career. She related the existence of  professional demonstrators that are new to the nation\u2019s Police Departments and  far more organized than in past confrontations. She opened the door for several  questions eventually being asked about the surrender of the East Precinct  during social unrest following the George Floyd death and CHAS secession of 2020.  Chief Best acknowledge the event as one without much precedence faced before.  She left the Department with her head held high. Joy is City Council representative of district #3 as well as  chair of Seattle Police Pension board. She is a four-generation resident of  Seattle and still lives in her grandmother\u2019s house purchased in 1944. Her  family has been active in area civil service and education along with activism  by all. Joy stated she has a positive outlook in the direction the City is  moving especially concerning first responders and hopes to fund additional  hiring. She responded to several questions. There will be a board  critique following this meeting and he asked for suggestions for improvement be  registered with either he or Kevin to take to that board meeting.\u00a0 <\/p>\r\n<p>President Nordlund announced there  will be LEOFF 1 Select Committee on Pension Policy meeting in Olympia, October  21st at 10 AM and urged attendance by RSPOA members.<\/p>\r\n<p>Myrle Carner introduced guest  speaker, Barbara DeLollis, Chief of Communications with SPD. He gave a  background resume of her journalism experience. She was welcomed by all.\u00a0 Barbara followed with a list of achievements  with many news agencies around the country. She then laid out the SPD program  now in place to help with officer recruitment and improve the public perception  of the department. She responded to several questions and was warmly applauded  before being awarded a coveted RSPOA badge.<\/p>\r\n<p>President Nordlund reported the  RAP\/RSPOA Christmas party is scheduled for <strong>Thursday December 11th<\/strong> here in the  Red Room with capacity of 65 folks. Excused: Terri MacMillan, Dan Oliver, Kevin O\u2019Neill, Jerry Taylor.<\/p>\r\n<p>Nordlund  directed attention to the minutes of the October meeting and asked for any  corrections, omissions, or deletions. There being none, Bill Abbey moved the  minutes be accepted as written, second by Roy Skagen and passed,<\/p>\r\n<p>Bob Kettle  from the Seattle City Council addressed the folks and stated the Mayoral race  with Mayor-elect, Katie Wilson unseating Bruce Harrrell will present some challenges,  but he felt comfortable there should be no significant changes at this time. <\/p>\r\n<p>President  Nordlund reported the October 21st meeting of the Select Committee Pension  Policy (SCPP) featured a slide presentation by Ice Miller representing the  State, indicated the monies in LEOFF 1 must be for benefits of members only.  DRS countered with any excess monies in that plan belongs to the State. The  next meeting is Tuesday Nov 18th at 10 in Olympia.<\/p>\r\n<p>Other  business, Nordlund reminded the RSPOA\/RAP Christmas lunch is December 11th  and to sign-up. $25.00 per person at the door for Barbeque pig lunch by  Mulligan\u2019s Bistro. Nordlund also noted RSPOA by-laws indicate elections are  held every 2 years. Presently all board members have indicated they will  continue serving. He will accept any challenges to any position. If there are  no challenges, at the December meeting he will accept the board as mandated. The  2026 Retired Banquet is scheduled for September 26th at the SPAA  Pavillion.<\/p>\r\n<p>President  Nordlund read a brief resume for the guest speaker, Randy Trettevik, son of  retired Detective Jerry Trettevik. Randy has an extensive background in elder  care facilities, both ownership and member of oversight committees. Randy used  a slide show presentation outlining the various care facilities and levels of  care available and approximate costs involved. He answered several questions  and stressed the importance of researching what potential care is offered by  each facility.
